For attaching steel band clamps to boot covers, with clamping and cutting mechanism.
Pull the clamp band through the front guide slot and slide it through the slot in the center turning handle. With the middle turning handle clamp the tension strap over the drive cover. Then cut it with the rotating blade on the front.
